Semyon “Sem” Shtulberg is a Partner in Strategic Transformation at Chartis. Sem is an experienced healthcare strategy leader and executive advisor with over 17 years of impactful management consulting and healthcare industry experience.
Throughout his career, Sem has garnered the trust of senior executives by driving demonstrable results in business model transformation, alignment amongst diverse stakeholders, and care delivery innovation. Sem’s experience includes direct responsibility for managed care portfolio diversification, identification of growth opportunities in uncertain environments, implementation supervision and support across provider and health plan operations, and innovation in consumer experience and retail focused healthcare offerings.
Sem’s areas of focus include strategy development and execution, M&A planning and execution, value-based care portfolio optimization, business model and economic transformation, Medicare Advantage organization and product development, clinical service line development and growth, hospital and medical group integration, academic medicine strategy, and care model innovation. He is especially adept at leading through uncertainty and is dedicated to finding innovative solutions for healthcare’s biggest challenges.
Prior to joining Chartis, Sem led client engagements at BDC Advisors, a boutique healthcare strategy consulting firm. Sem has also served as Vice President, Managed Care Growth, at Advocate Aurora Health, where he played a key role in driving the successful merger integration of Advocate and Aurora and subsequently, the acquisition and launch of a provider-owned health plan, from the development of the product roadmap through the implementation of business growth strategies.
Prior to joining Advocate Aurora, Sem was a Strategy Manager for Deloitte, where he led consulting teams on large scale strategic transformation efforts at leading healthcare delivery, health plan, and adjacent health industry clients. Prior to Deloitte Consulting, Sem spent over four years as an implementation leader at Epic Systems Corporation, a market leading EMR platform.
Sem is a graduate of Indiana University, Kelley School of Business with a BS in Business Economics and received an MBA from the Darden Graduate School of Business at the University of Virginia.
