Dennis Weaver, MD, MBA is a Director at Chartis in the Strategy practice and leads the Value Based Care Segment for the firm. He is an experienced physician executive and healthcare thought leader adept at creating accretive and organic growth strategies for various healthcare enterprises. Throughout his 30+ year career, he has successfully led clinical and business teams to create innovative solutions that delivered breakthrough top- and bottom-line results. An entrepreneur at heart with a passion for value-based care and population health management, Dennis has been called upon to solve complex problems and lead product innovations that meaningfully changed the growth trajectory and profitability of multiple healthcare organizations. His leadership experience spans the full spectrum of government, provider, technology, private equity, and payer organizations.
Recently, Dennis was the Chief Clinical Officer of Oscar Health (NYSE: OSCR), a $6B+ healthcare company. His leadership was instrumental in realizing 70% CAGR during the last 5 years while lowering the medical loss ratio from 126% to 84%, leading to the first underwriting profit in company history. He also spearheaded the first multi-state, virtual, value-based, primary care medical practice in the country which allowed Oscar Health to deliver pioneering insurance products. This virtual/digital care delivery model—available to 400k members in 5 states—generated an actuarially validated 8% reduction in total cost of care, 85% medication adherence rate, and delivered significant quality of care improvements.
Previously as EVP and Chief Medical Officer at the Advisory Board Company, Dennis built the nationally recognized, award winning value-based care consulting practice. He led critical engagements that grew the aligned provider networks for 10 of the largest healthcare systems in the country and was selected as a national population health expert for testimony to the FTC.
In addition, Dennis has served as an independent board director for Central Logic and served on the joint venture boards and joint operating committees of Oscar Health’s strategic partnerships across the country. In these roles, Dennis has been sought out for his expertise in value-based care, consumerism, and virtual/digital care model transformation, and is known for his leadership development aligned with organizational goals. Dennis has championed commitment to health equity aimed at reducing disparities and addressing social determinants of health to improve outcomes for underserved populations.
Dennis earned an M.D. degree from the University of Iowa Carver College of Medicine, an M.B.A. from Washington University, and a B.S. in Basic Sciences from the United States Air Force Academy, where he was recognized as a Distinguished Graduate. He is also a Certified Physician Executive and Fellow in the American College of Obstetrics and Gynecology.
