David Sann is a Partner at HealthScape Advisors, a Chartis company. David brings over 25 years of experience as both a health plan executive leader and strategic advisor. David specializes in transforming and optimizing health plan operations, implementing large-scale programs, and launching innovative healthcare delivery models. He offers expert counsel on government compliance and acquisition issues.
David's expertise extends to clinical operations, claims, customer service, technology, marketing, and government affairs. He has designed and executed Payer-focused products and services in commercial, Medicare, Medicaid, and TRICARE markets. David also has supported provider organizations in Medicare quality improvement, population health, and administrative claims and UM activities.
David joined HealthScape from UnitedHealth Group, where he held senior executive roles over 15 years. Previously, he directed operations, contracting, and government relations for a home health provider. He also managed software development, contract administration, and government proposal submission at the Iowa Foundation for Medical Care (now Telligen).
With Sierra Military Health Services, David implemented and operated the TRICARE for Life Medicare supplemental insurance program, led government procurement and revenue enhancement initiatives, and was deeply involved in Sierra's legislative education and liaison activities with the United States Congress. David held several positions in Maryland state government, including in the Governor's office, the legislative budget agency, and a public policy institute at the University of Maryland.
David has graduate and undergraduate degrees in Government & Politics from the University of Maryland. He has held leadership and Board roles in several public and non-profit organizations, including a gubernatorial appointment to the Maryland Juvenile Justice Advisory Council.
